St Philomena College was founded by Msgr Antony Patrao who felt that a College in this part of the state would save the people of the inconvenience of moving to distant places for higher education. He set out to realize his dream and the mission was accomplished in the year 1958.
Since its inception, the Institute has lived up to societal expectations, turning out consistent and appreciable results in academic and non-academic fields. The institution does attempt to treat the primary stakeholders in 5 UG programs and 5 PG programs with a rewarding educational experience.

The COE is responsible for managing the entire spectrum of examination and evaluation activities, ensuring they are conducted smoothly, fairly, and in compliance with institutional and regulatory standards. This position encompasses a wide range of responsibilities that are essential for maintaining the academic integrity and operational excellence of the institution.
1. Registrar (Evaluation) / Controller of Examination
Role: The Controller of Examinations is responsible for the overall management of the examination process, including planning, organizing, and executing examinations. This role includes ensuring that examinations are conducted in a timely and orderly manner, as well as overseeing the evaluation process.
2.Deputy Registrar (Examination and Evaluation)
Role: This Deputy Controller focuses on the administration and execution of examinations, including:
Scheduling and organizing examination dates.
Preparing and distributing examination papers.
Coordinating with faculty and invigilators to ensure proper conduct during examinations.
Overseeing the evaluation process, including collecting, securing, and grading examination papers.
Addressing any issues or discrepancies that arise during the examination or evaluation process.
3.Deputy Registrar (IT Affairs)
Role: This Deputy Controller is responsible for the technological aspects of the examination process, including:
Managing and maintaining examination-related software and databases.
Ensuring the security and integrity of digital examination records.
Developing and implementing online examination systems if applicable.
Providing technical support to students and faculty during the examination process.
Handling the digital submission and evaluation of examinations, if applicable
